Effective September 18, 2026, Pennsylvania Act 29 (HB 858), codified at 68 Pa.C.S. §§ 2501–2508, requires purchasers of non-owner-occupied real estate, including rental and investment properties, to provide specified contact information to the county assessment office within 30 days of acquisition. The required information includes the property owner’s name, address, telephone number, and email address. Business entities, including LLCs, must also identify an individual authorized to address property maintenance and municipal code violations. Any changes to the reported information must be submitted within 30 days. Owner-occupied principal residences are exempt. Knowingly providing false information or failing to update required information may result in fines of up to $500. Recording the deed does not satisfy this separate reporting requirement.”.
